Following the November 2024 demonstrations, the government held a consultation in early 2025 and published draft legislation in July 2025. At the 2025 Budget the government amended its original proposals, making the £1 million allowance transferable between spouses and civil partners. In December 2025 it raised the allowance from £1 million to £2.5 million per estate. The reforms became law when the Finance Act 2026 received Royal Assent, and the new rules took effect on 6 April 2026.
